The National Foundation's Higher Education Support Program is very much concentrated on the equal access to services with a focus on Higher Education Institutions. In this regard there are many activities that are undertaken by the NF which are interrelated with different programs such as Health, Law and Gender, Local Government Initiatives and Good Governance. The HESP Network Program is equally involved in the process through its funding into the activities such as supporting the working groups on quality of teaching at HEI, and supporting HESP Fellows in various fields of HEI reforms

Goal 1: Assistance in creating equal access to services at HEI using Tajik Law and international conventions

Objective:

• Elaborate and implement a contemporary and all-inclusive education policy and finalizing the higher education legislation (research activities);

• Developing and advancing of the management system and coordination in higher education;

• Advancing of the capacity for research and scientific work;

• Establishing mechanisms for the provision and efficient managing of financial resources for the higher education development.

Goal 2: Promote equal access to the most vulnerable population to quality educational services.

• Assistance in developing a plan of action to implement the concept of inclusive education by 2015:

• Preparation and publication of the textbook "Fundamentals of Inclusive Education"

• Promotion of the Department of "Social Work" in Kulob State University

Goal 3: Assistance in creating a transparent operation of the National Testing Center in admission of students to the Universities

• Establishment of a working group to design a new University Admissions system Based on the new University Entrance Examination, to be introduced in 2014
