Strategic priorities:

University admission will be demonstrably more equitable through transparent operation of NTC (National Testing Center)

Objective: To facilitate the introduction and development of the national testing system in Tajikistan.

This component is implemented in partnership with HESP.

In the strategy period, the activities continue to achieve by 2014 a new, sustainable system of assessing student achievement and ensure equal access for higher education to the public high school graduates, regardless of region of residence and social status of the family:

• Promoting the National Center for testing in the development of potential groups of authors with the necessary scientific and methodological potential for participation in the development of control measurement materials testing as a tool for measuring the quality of student learning.

• Training staff to provide informational, technical and analytical support to the NTC, taking into account the basic principles of educational measurement and rules for the centralized examination and the impact of a new type of school exams and university needs.

• Prepare schools and build community support for the NTC as the main form of objective assessment of students' knowledge, in line with the principles of openness and transparency in the examination process.

• Ensure the methodological framework (development and publication of manuals for professionals NTC, developers, and school teachers).

2. Government officials, the general public and advocates for marginalized and vulnerable will understand that equal access to services is a right under Tajik law and international conventions.

Goal: Provision of access to quality education and other services for children with special needs.

• Assist in the development and adoption of an implementation plan and mechanisms for implementation of the main objectives of the National Concept of inclusive education

• Conduct a situation analysis to identify the needs of children from families of migrant workers (children's right to access to education and other services);

• Examination of the legislation on access to quality education and other services for children with special needs (children in developmental disorders, children of migrants), inclusive education;

• Assistance in implementing a programs supporting inclusion in pedagogical universities, institutes for training and retraining of teachers, and journalism departments, including elective special courses on inclusive education to bring about change in attitudes, awareness and tolerance.

• Assistance in raising professionalism of practitioners (psychologists, speech pathologists, social workers, etc.) PMPC, AODOV by organizing study tours and training skills.

3. Basic Education All parties concerned with education - administrators, teachers, parents, Ministry officials -- shall understand that equal access to education is a right, and measures will have begun to improve access for the most disadvantaged

Goal: Support for the principles of fairness, transparency and accountability through the participation of civil society organizations in education reform.

• Participation of NGOs in implementing projects to ensure cooperation of civil society and government in addressing the educational system;

• Conducting advocacy campaigns promote awareness on issues of equal access to quality education and social justice for children from disadvantaged sections of society (children with developmental disorders, children from families of migrant workers);

• Support for associations of parents of children with disabilities in activities to protect the rights and interests of children;

• Critical Thinking: 4 seminars and 2 monitoring in Afghanistan, for university teachers and schools.
